i. STATE PLANNING COMMITTEE
The State Planning Committee (JPN) is established under Subsection 4(1) of Act 172 and is chaired by the Right Honourable Chief Minister of Penang, with the Director of the Town and Country Planning Department of Penang (PLANMalaysia Pulau Pinang) serving as the Secretary of the JPN.
The functions of the Committee are:

To promote within the state, in line with national policy, the conservation, use, and development of all land within the state.

To regulate, control, plan, and coordinate all development activities within the state.

To advise the State Government on matters relating to the conservation, use, and development of land within the state; and

To undertake, assist, and encourage the collection, maintenance, and dissemination of statistics, bulletins, monographs, and other publications related to town and country planning and its methodologies.
ii. STATE TECHNICAL PLANNING COMMITTEE
The State Technical Planning Committee (JTPN) is chaired by the State EXCO for Local Government and Town and Country Planning.
The function of the JTPN is to deliberate on working papers, including policy papers, rezoning proposals, guideline proposals, applications under Section 20A, and appeals against previous decisions made by the State Planning Committee.
This committee serves as a platform for discussing physical development planning within the state.
